French Huguenots, who were to be the founders of New Paltz, first found refuge in Paltz on the Rhine River. Between 1660 and 1675 they left the Old World, crossed the ocean and finally settled at Wiltwyck, now Kingston, New York. By1677 they had gathered in sufficient numbers to request a grant of land from the English governor, and on May 26, 1677, they purchased the land from the Indians.
The grant of a tract was given to twelve men in the name of James, Duke of York. Confirmation of the title to the Patentees was signed by Edmund Andros, Colonial Governor of New York, on September 29, 1677. It was due to the fact that Abraham Hasbrouck, one of the Patentees, was acquainted with Governor Andross, having served in the English Amy before coming to America, that the twelve men were granted such a large and valuable area, consisting of more than thirty-nine thousand acres, enough to support them and their heirs for generations.
In the spring of 1678 the twelve men took possession of their lands and eleven of them brought their families from Old urley, near Kingston, New York, where they had spent some years with the Dutch inhabitants. Hugo Freer was one of the patentees.
Tradition states that their worldly goods were carried on three ox carts, and upon reaching their destination on the east bank of the Wallkill River, they built logcabins, which were replaced by stone dwellings about 1700. They named the place New Paltz, after Pfalz in the German Palatinate.9 |

For a number of reasons, we are certain that Hugo Freer moved from Herly-en-Boulonnois to Mannheim in 1655 and left Mannheim in 1675.
The last time Hugo and his second wife, Jeanne Wibau, of the French Reformed Church in Mannheim was 1674.
When the Huguenots moved to Mannheim, they signed twenty year contracts which were to
their advantage. They agreed to start businesses and manufacturies which would help the economy, they were exempt from military service and they received tax concessions. At the time of their arrival, Mannheim had been decimated by war. Wolves roamed the streets, the economy had failed and the city fathers were encouraging emigration. The Huguenots fulfilled these requirements and were permitted to leave in 1675 with all their goods and money, and without paying the exit tax.
We know that Hugo, Jeanne and three sons traveled in the company of members of other families-familiar names such as Hazebrouck, Deyo, DuBois and Blanchan. The trip began in Rotterdam, then to Amsterdam, then England where they embarked in April 1675 for America. Eventually they arrived in Boston, then sailed to New York and up the Hudson River to Esopus, arriving in July 1675 where they were welcomed by John Hazebrouck who had arrived two years earlier and was established in Hurley.
From the history/genealogy of the Frere family written in the 1600's, it appears that Hugo was born circa 1640 which would have had him aged about fifteen years old when he left France.At that young age he was probably accompanied by an adult, perhaps a brother, uncle or cousin. A Francois Frere was a baptismal sponsor for one of Hugo's sons in Mannheim, and may have been that person.
Contrary to some ridiculous information being perpetuated on the internet, there is absolutely no proof that Hugo was smuggled out of France in a wine barrel, or that he traveled on the ship "The Spotted Cow". No passenger list is available, but we do have access to a journal written during that period by Abraham Hazebrouck which has provided much information.

DeWitt, Photographs, The Street of the Huguenots, This house at the north end of the original street has been the cause of some confusion as to the builder. Evidence brought to light since the historical marker was placed by the state, proves that the north end was built by Hugo Freer, Sr., son of Hugo Freer, the Patentee, before 1709. The south end was erected about 1735.
The house passed into the possession of the Low family through the marriage of Johannes M. Low to Rebecca, daughter of Hugo Freer, Sr.
Rev. John Wright Follette, a descendant of Hugo Freer, purchased the house in 1943, and has restored many of the old features that give it an atmosphere and charm in keeping with the other stone houses on the street.
It must be remembered when considering features of these houses, that the descendants of the Patentees had slaves.
